Framework of awards in Chemical, Pharmaceutical and Petro- Chemical Manufacture (formerly Process Operations)

The replacement for the Process Operations  (Chemical and Pharmaceutical) Standards have been approved by the regulators, QCA and SQA.  PAA\VQ-SET are preparing a submission at this moment to the regulators to offer qualifications based on these standards.  The new qualifications will be:

We are pleased to announce that the Qualifications and Curriculum Authority (QCA) have accredited PAA\VQ-SET to award the Certificate in Forecourt Safety as a nationally recognised Vocationally Related Qualification (VRQ).

The benefits of this accreditation will be significant for both employers and employees. The VRQ is a nationally recognised certificate that can attract Government funding and will give employees recognition for their skills in the workplace.  PRA will be talking to the government agencies and will soon be able to provide guidance on how to apply.

Sections 96 and 97

Sections 96 and 97 of the Learning and Skills Act 2000 now apply to the approval of external qualifications for public funding purposes. 

Section 96 deals with external qualifications for learners aged under 19.  There are three age approval categories:

• For learners aged 16 and under

• For learners aged 16 to 18 

• For learners aged 18 and over

Learners should not be registered for a qualification unless it is appropriate for their age.

Section 97 deals with external qualifications for learners aged 19 and over.

The legislation involves three organisations:

• QCA offers advice to the DfES on which qualifications should be approved and lists them on their websites:  http://www.dfes.gov.uk/section96  and http://www.dfes.gov.uk/section97 

• The Learning and Skills Council provides funding for post 16 education in England; details of funding eligibility can be found via their website: http://providers.lsc.gov.uk/lad 

The DfES websites show the approval and accreditation end dates for all external qualifications.  It also has an "amendments" section, which gives important information about changes to current arrangement.

The last registration dates for Scottish Vocational Qualifications have been extended.

From 1 November PAA\VQ-SET will be replacing the ‘D’ Unit Awards with the Assessor and Verifier Awards.

This will not affect the ‘D’ Units which are within existing National/Scottish Vocational Qualifications (N/SVQs) such as Process Operations. These will still be available to candidates who wish to register for the full NVQ.

From 1 January 2003 all Scottish Centres offering the ‘D’ Units as separate qualifications will be required to upgrade their centre approval to offer the new Assessor and Verifier Awards in their place.

From 1 September 2002 all awarding bodies are required by QCA to meet the criteria of the NVQ Code of Practice. These units are currently being reviewed and rewritten as part of the overall standards review being undertaken by the Employment NTO. The new standards have been out for public consultation and it has been decided that the assessor and verifier units will have their own discrete numbering system - AV1- AV9. PETC is currently in the process of reviewing and revising its C&G Paper Qualification. It has been decided that PAA will be the awarding body to take this qualification forward in its redesigned format that represents the current knowledge and understanding in the paper industry.

MIAP to become the Learning Records Service

Following consultation with partners, stakeholders and interested parties the Department for Business, Innovation and Skills and the Department for Education have agreed that MIAP (Managing Information Across Partners) will change its name to the Learning Records Service from September 2010. This new name will more accurately reflect the nature of its role and function.

The Learning Records Service will incorporate MIAP’s existing services, products and applications and will introduce enhanced functionality for the Personal Learning Record for the Qualifications and Credit Framework (QCF).

Run-out period for Level 3 SVQs extended

We have recently received notification from SQA that the run-out period for Level 3 SVQs has been extended from three years to four years i.e. from the last registration date candidates will have four years to complete, and be certificated for, a Level 3 SVQ. This will apply to all current Level 3 SVQs and all those which are accredited, extended or reaccredited from 26th January 2010.

Chemicals Northwest Awards 2009

On 14th May 2009 Chemicals Northwest held their inaugural Awards at the Hilton, Manchester to celebrate the success of the region's Chemical Industry, which is the largest chemical producing area in the country. New Cogent Gold Standard qualifications accredited

PAA\VQ-SET have received confirmation from Ofqual of accreditation of a number of new qualifications on the Qualifications and Credit Framework (QCF) which have been developed by Cogent to form the basis of their Gold Standard. The new qualifications are smaller bite-sized qualifications targeted at particular skills areas, which reflect how training is delivered in the sector.

Ofqual House of Commons Reception

On 26th February Ann Randall, PAA\VQ-SET's Chief Executive, attended a House of Common's reception hosted by Jim Cunningham MP. At the event Kathleen Tattersall, Ofqual's chair, introduced Ofqual and addressed the main points of the Apprenticeships, Skills, Children and Learning Bill. New Nuclear qualification accredited

PAA\VQ-SET have worked in partnership with the Nuclear Industry to develop the Level 2 Award for Nuclear Industry Awareness (PDF Format) accredited on the new Qualifications and Credit Framework (QCF).  

The Award has been primarily designed to meet the needs of apprentices and all other personnel new to the Nuclear Sector who need to gain a foundation level of understanding of the Nuclear Industry into which they will be starting their employment. The Award will also benefit those in the industry who wish to have a broader awareness and wish to gain recognition of their knowledge of the Nuclear Sector.
